Tim O'Reilly has more on his Blogging Code. He seems to suggest that the code is enforcible. He also talks about a moderation system. Does the word censorship come to mind when you hear moderation system?

I somehow highly doubt that Tim suggests that the code is "inforcible", since Tim (along with most educated speakers of the English language) would know there is no such word.
